Dr. William Clark
Executive Director
Dr. William P. Clark is a seasoned strategist, nonprofit executive, and community leader dedicated to expanding economic mobility and strengthening the entrepreneurial ecosystem for immigrant communities in Greater Hartford. As Executive Director of International Hartford, he leads the organization’s vision to equip entrepreneurs, small businesses, and nonprofits with the tools, education, and systems needed to thrive in an increasingly complex economy.
Dr. Clark is widely recognized as a leading expert in nonprofit sustainability, fundraising strategy, and leadership development. With more than 15 years of experience spanning city government, nonprofit administration, workforce development, and public housing operations, his career has focused on helping mission-driven organizations build capacity, secure diverse revenue streams, and achieve long-term impact.
He is also the Founder and CEO of Eli Patrick & Co., a Hartford-based consulting firm that advises nonprofits, municipalities, and community-based organizations on strategic planning, fundraising, leadership development, and organizational growth. Through this work, Dr. Clark has supported more than 250 organizations in securing over $900 million in grants and government contracts, helping leaders translate vision into measurable results.
Prior to founding Eli Patrick & Co., Dr. Clark held several senior leadership roles that shaped his approach to systems-level change. As Vice President of Strategic Initiatives at Career Resources, Inc., he expanded workforce development programs and launched earned-income strategies to strengthen organizational sustainability. As Director of the Workforce Solutions Collaborative, he led large-scale grantmaking efforts designed to connect job seekers to opportunity and advance economic equity. Earlier in his career, as Assistant Managing Director in the Office of Economic Opportunity for the City of Philadelphia, he helped facilitate more than $1.5 billion in economic opportunity for minority-, women-, and veteran-owned businesses.
In addition to his executive and consulting work, Dr. Clark is a respected lecturer, author, and thought leader. He is the author of Leadership Development in Your Nonprofit and Sustainability: Developing a Sustainable Faith-Based or Nonprofit Organization, and the founder of the Change Maker Forum, a learning and collaboration platform for nonprofit leaders.
Dr. Clark also serves as Senior Pastor of Second Baptist Church in New Britain, Connecticut, where he integrates faith, leadership, and community development in service of holistic transformation.
He holds a Doctor of Strategic Leadership from Regent University and a Master of Leadership Development from Penn State University. His unique blend of scholarship, executive leadership, and hands-on experience positions him as a trusted advisor to organizations committed to building sustainable, inclusive, and high-impact communities.
